Third, "registration includes bank account opening"—the approval authority for account opening lies with the bank's risk control. No agent makes decisions on behalf of the bank. Those that write "must open" into their promises are mostly exaggerating.

The previous seven-year grace practice has been abolished; restoration can still be applied for within five years, but outstanding fees and penalties must be paid and the full procedure followed. At the information exchange level, the BVI will implement CRS 2.0 starting January 1, 2026, while the Crypto-Asset Reporting Framework (CARF) is scheduled for implementation in 2028. This item must be verified one by one according to the real business, and one cannot fill in "not applicable" across the board just to save trouble.
